Here we see evoked so well the suddenness, the panic reaction, the feeling of things being out of control, the loss of established patterns; and education highly vulnerable in the middle of it all.

Secondly, we might reflect on the links between international turbulence and conflict on the one hand, and educational reform on the other. Sometimes there is a basic issue about how to keep educational services going at all, and the ‘lost generation’ has often had an altogether bleaker implication in such times. And yet there is also a hopeful note sounded here, because educational reform has often been stimulated by these kinds of international tensions. In Britain, the Boer War, the First World War and the Second World War all helped to promote radical ideas. Indeed in the Second World War it was the memory of the failed hopes of the First World War that helped reformers like R.H. Tawney to be even more determined to bring about reform through the 1944 Education Act. The lesson here might be that in hard times we try to protect our educational reforms and go on to make them more effective and meaningful; that history provides us with ample warnings of what happens when education is undermined at such times; and examples of how they can provide renewed hope and a vision for educational reform. It can help us to recognize the ideals and aspirations that have marked out the best of our educational reforms, and seek to renew these once again, in the good times, and also in the bad.
